What does gas safety mean when you are buying a house?

HSE regulates gas safety. The Gas Safe Register is the official list of engineers allowed to work on gas. A home surveyor is not a gas engineer unless the report says a separate test was done. Landlord gas records are a landlord’s duty. An owner-occupier buyer does not automatically have to produce one.

Last reviewed 24 October 2026. Written for buyers in England and Wales unless a source says otherwise. No named surveyor has signed this page. It is general guidance, not a report on your house, and not legal advice.

Who regulates gas, and who is allowed to work on it?

The Health and Safety Executive regulates gas safety in homes. The practical rule for buyers in England and Wales is simple: gas work is for an engineer on the Gas Safe Register, which is the official list. Registration is by person and by the kind of work. An engineer who is registered for cookers is not automatically registered for boilers. Check the register for the person who will touch the appliance, not for a company name on a van.

If you smell gas, treat it as an emergency. Open windows, do not use switches or flames, leave the building, and call the National Gas Emergency Service on 0800 111 999, which is the number the gas safety advice points you to. That call is not a survey item and not something to leave until after completion.

Does a buyer have to produce a landlord gas safety record?

No, not merely because you are buying. Landlord duties sit with landlords. HSE’s gas pages explain those duties: keep gas fittings, appliances and flues safe, arrange checks, and keep the record that tenants are entitled to see. An owner-occupier buyer does not step into that landlord role on exchange. Do not let anyone tell you that completion depends on you producing a landlord’s gas safety record for a house you will live in yourself.

The paperwork can still matter. If the seller has been letting the house, they may already hold a record, and your solicitor can ask for it as information about how the appliance has been kept. If you intend to let the property, the landlord duties will apply to you when you are the landlord. That is a different legal hat from “buyer who will live here”. A missing landlord record is not proof the boiler is unsafe. A present record is not a substitute for reading what the engineer wrote.

What is the survey’s limit, and what is Approved Document J?

A home surveyor reports on the building. They are not a gas engineer unless the report says a separate gas test was done. Visual comments about a flue, ventilation to an appliance, or a boiler that looks poorly installed are reasons to instruct a Gas Safe registered engineer. They are not themselves the test. Condition ratings, where they are used, follow the RICS scale. They are not gas-safety codes.

Approved Document J is different again. It is statutory guidance for England on combustion appliances and fuel storage systems when someone carries out building work. It sits with the Building Regulations. It is not the Gas Safe scheme, and it is not a certificate you hand to a tenant. Wales has its own building-regulation guidance. A survey does not sign work off against Approved Document J. If past work to a flue or a chimney is undocumented, that is a question for your solicitor and, where building control applies, for the council. Chimney condition is covered on the chimney page.

What should you arrange before you rely on the boiler?

  • Ask the surveyor whether any gas appliance was tested, or only looked at.
  • If safety matters to the decision, instruct a Gas Safe registered engineer who is qualified for that appliance.
  • Ask the seller for servicing papers. Treat them as history, not as a new test.
  • If you will let the house, plan for landlord duties. If you will live in it, do not pretend the landlord record is your purchase document.
  • Do not put a certificate price in the negotiation until an engineer has quoted this property. This page has no tariff.

Common questions

Who regulates gas safety?

The Health and Safety Executive does. Its domestic gas pages set out the legal duties, including those on landlords. The Gas Safe Register is the official list of engineers who are allowed to do the work. Those are two different roles.

How do you know an engineer is allowed to touch the boiler?

Look them up on the Gas Safe Register and check the categories they hold. A business card is not the register. The engineer attending should be the registered person, qualified for the appliance in front of them.

Must you show a landlord gas safety record to buy a house?

Not if you are buying to live in the house as an owner-occupier. The record is part of a landlord’s duties to tenants, though you may still ask the seller for any record they hold. Wanting a Gas Safe check before exchange is a practical choice. It is not the same as being the landlord.

Is the surveyor a gas engineer?

Not because they inspected the house. A Home Survey does not become a gas safety check by length. Only believe a test happened if the report says a separate gas test was done. Otherwise instruct a Gas Safe registered engineer.

Does Approved Document J replace a gas safety check?

No. Approved Document J is England’s guidance for combustion appliances and fuel storage when building work is carried out. It is not a Gas Safe certificate and not a landlord record, and Wales uses its own building-regulation documents. A survey does not certify compliance with either.

What if you smell gas at the viewing?

Leave the safety steps to the emergency advice. Do not hunt for the leak. Call the National Gas Emergency Service on 0800 111 999. Tell the agent, and do not treat it as a negotiating point while the building is at risk.

You plan to let the house. Does that change the paperwork?

Yes, once you are the landlord. HSE’s landlord duties then apply to you, including checks and the record for tenants. Buying with vacant possession to live there does not start that duty. Read the current record if one exists, and plan the next check before a tenant moves in.

How much does a gas safety check cost?

This page does not state a fee. There is no single official price that fits every house. Ask a Gas Safe registered engineer to quote the appliance you have. A figure copied from another property is not a quote.

Key facts

Regulator
The Health and Safety Executive regulates gas safety in the home, including the duties on landlords.
Who may do the work
The Gas Safe Register is the official list of engineers who can work on gas. Check the engineer and the type of appliance.
Landlord duty
Landlords must keep gas appliances and flues safe and hold a gas safety check record for tenants. That duty does not automatically transfer to someone buying a home to live in.
Survey
A RICS Home Survey is not a gas safety check unless the report says a separate test was carried out by someone qualified to do it.
Approved Document J
This is England’s building-regulation guidance for combustion appliances and fuel storage when building work is done. It is not a gas safety certificate.
Price
No certificate fee is stated here. Ask a Gas Safe registered engineer for a price for this property.
