Listed buildings and conservation areas

What is an Article 4 direction, in plain English, for a buyer?

An Article 4 direction is a council order that removes some permitted-development rights, often in a conservation area. Work you could do without an application on an ordinary street, such as changing windows or a front door, may need planning permission here. It is not the same thing as the house being listed.

What is the fuller explanation?

The direction is specific. One street’s Article 4 may cover windows and roofs. Another may cover painting. The council’s text is the only accurate version. A home survey will not quote it in full. The solicitor’s search may flag the conservation area. You still need the direction itself if you plan alterations.

Condition and control are separate. A rotten window still needs a decision. The direction changes which replacement is lawful. Ask the council for the direction and for their usual details. Then ask a joiner to price that detail. Until you have both, you do not have a budget. We will not invent one.

What should you ask your surveyor?

  • Did your inspection assume I could replace windows freely?
  • Which defects would be repaired rather than replaced, if permission is tight?
  • Is the house listed, in your view, or are you talking only about the street?

What are the typical next steps?

  1. Get the Article 4 wording from the council if the house is in a conservation area.
  2. Do not sign a window contract on the day you exchange.
  3. Tell your solicitor you want the conservation-area result explained, not only ticked.

Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

Does Article 4 increase the survey level you need?

Not by itself. The building’s age and construction do that. The direction changes the works, not the number of cracks.

If there is no Article 4, are all changes allowed?

No. Listing, planning and building regulations can still apply. Article 4 is one extra control, not the only one.
