Renegotiating or walking away
Does buying without a mortgage mean a condition rating 3 can be ignored?
No. Rating 3 means the element is serious or urgent, or both, whether or not a lender is involved. Paying cash only means there is no lender retention and no lender valuation beside the survey. RICS still tells you to get written quotations before you commit. Cash does not repair the defect.

What is the fuller explanation?
Buyers sometimes treat a mortgage as the only reason a survey exists. The building does not know how you will pay. A roof that needs work before winter needs that work if you live there, and the quote is how you decide whether the price still makes sense. The “what to do now” note is about that decision. It is not switched off because the bank is not in the chain.
You can still choose to proceed, with the quote in mind, or to ask the seller to do a defined job, or to walk away if you are not yet bound. Those are choices. They are not a cancellation of the rating. There is no RICS discount for cash. Do not let an agent say the finding does not count because nobody will retain part of a mortgage you are not taking.
What should you ask your surveyor?
- Which rating 3 items would still need quotes if I am paying cash?
- Which of them affect safety or the structure, not only a lender’s form?
- Are you telling me a lender’s absence changes the condition? It does not.
What are the typical next steps?
- Get the quotes before you commit, cash or not.
- Do not spend the money you saved on a mortgage fee as if the defect had vanished.
- If you proceed, budget the work. Do not discover it after completion and call it a surprise.
Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

Can you still negotiate if there is no lender?
Yes. The negotiation is between you and the seller. The lender is not required for a price conversation. Your solicitor still puts any deal in the contract.
Is a cash purchase faster, so the quotes can wait?
Speed is a reason to get the quotes sooner, not a reason to skip them. A fast exchange with no figure is how a rating 3 becomes your bill.
