Basements and cellars
Why might a cellar consumer unit be marked not inspected because of standing water?
Because the surveyor would not stand in water to open it. Not inspected means it was not inspected: the electrics have not passed and have not failed, and a home survey does not test circuits. Nobody should switch that unit on in standing water so that a box can be ticked.

What is the fuller explanation?
Cellars collect both the consumer unit and the leak. The limit is safety and visibility, not a verdict. The Level 1 scope, and the same restraint on a standard inspection, leaves electrical fittings alone. Standing water is an extra reason the door stayed shut. The report should also say, separately, that water was on the floor. The water is a building defect or a symptom. The closed unit is an inspection limit.
An electrician is the person who can advise once the water is dealt with and the unit can be reached safely. That visit is not included in the home survey, and this note is not an electrical certificate. Do not ask the seller to energise a wet cellar for the photographs. If other circuits upstairs were seen, they are still not a test, and they do not describe the unit that was left alone.
What should you ask your surveyor?
- Was the unit unseen because of water, access, or both?
- Where was the water, and did you see its source?
- Are any other electrical comments based on a visual look only?
What are the typical next steps?
- Do not switch the unit on while the floor is wet.
- Treat the water and the unseen electrics as two follow-ups.
- When it is safe to look, use an electrician. The survey will not have tested it.
Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

Does not inspected mean the installation is dangerous?
It means it was not judged. Danger is a word for someone who tests, not a synonym for NI.
Does a modern unit upstairs clear the cellar unit?
No. Each board is its own item. The one in the water was not seen.
