Basements and cellars
Does a cellar with a bed in it count as a habitable room in the survey?
The survey describes the space it could enter. It does not designate habitable rooms, and it does not check ceiling height against a building-regulations standard. A bed shows use. Approval, escape, damp-proofing and ventilation are paperwork and design questions. GOV.UK explains building-regulations approval. The survey explains the damp it could see.

What is the fuller explanation?
Estate agents add “basement bedroom” because a bed fits. You pay for that only if you choose to. If the ceiling is low, the walls are wet and there is one stair with no escape comment, the survey should say what it saw. It should not invent a pass because the room was decorated.
Retrospective approval, if you want it, is a council question with a fee this page does not quote. An engineer or a building-control approach is not included in the survey. Do not deduct a full rebuild cost before anyone has said the structure is the problem.
What should you ask your surveyor?
- What did you see: damp, structure, escape, or only finishes?
- Was the stair safe to use?
- Are you calling it a bedroom, or refusing to?
What are the typical next steps?
- Decide what you will actually use the room for, then read the limitations.
- Ask the solicitor about any approval for basement living.
- Do not knock a new stair in before exchange.
Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

Is headroom in the survey a measurement you can rely on in court?
Only if they measured and said how. Many notes are visual. Do not treat “appears low” as a certified height.
Does a basement kitchen need the same papers as a bedroom?
Change of use and building work depend on what was done. Ask the solicitor with the facts. The survey will not classify the planning use.
