What can a survey of one flat say about a communal boiler it did not service?
It can say whether the surveyor saw the boiler, where it was, and any obvious leak or warning light. It cannot service it, and it cannot produce a gas safety record for the block. HSE and Gas Safe are the safety regime. A condition rating is not that record. Ask the managing agent for the maintenance papers.

What is the fuller explanation?
Many flats have no boiler of their own. Heat arrives from a plant room the surveyor may not be allowed to enter. ‘Not inspected’ is then the honest line. If they did enter, a visual look is still not a strip-down and not a flue test. Do not borrow the rules for a domestic combination boiler in a house and paste them onto a communal system.
The cost of a future boiler for the block, if one is due, is a service-charge question. The survey does not price it and does not say how it is split. Ask the solicitor for the accounts and any planned works. This page does not invent that cost.
What should you ask your surveyor?
- Did you see the communal plant, or only a radiator in the flat?
- Are you giving a condition comment or a gas-safety certificate?
- What should the agent produce that you could not?
What are the typical next steps?
- Ask the agent for the servicing record of the communal system.
- Do not budget a new domestic boiler for a flat that does not have one.
- If the plant room was locked, record that limit beside any promise the agent made about the heating.
Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.
Also asked about this
Is a warm radiator proof the boiler is safe?
No. Heat on the day is not a service record and not a flue test.
Does Gas Safe registration of a contractor replace the survey?
No. It qualifies a person to do gas work. It is not a report on this flat’s ceilings and roof.
