Listed buildings and conservation areas
What can a home survey tell you about a house in a conservation area, and what can it not?
It can tell you about condition: roofs, damp, movement, services it could see. It cannot tell you whether an Article 4 direction has removed permitted development, whether a replacement window will be allowed, or whether demolition would be controlled. Historic England describes conservation areas as area designations, separate from listing a single building.

What is the fuller explanation?
A house can be in a conservation area and not be listed. The controls are then about the area, not about listed building consent, though some works still need planning permission and some demolition is controlled. The surveyor may notice concrete tiles on a slate street or plastic windows in a brick terrace. Those are condition and construction comments. The planning consequence is for the council and your solicitor.
If you are buying the house in order to extend it, the conservation area may matter more than a rating 2 on a gutter. Ask the council about that extension before you exchange. Do not expect the survey to contain the answer. Do still read the survey for the gutter. The area designation does not repair it.
What should you ask your surveyor?
- Which defects are straightforward condition items?
- Which visible alterations, such as windows or cladding, might have a planning consequence you cannot rule on?
- Did you see anything that suggests the house is also listed, or not?
What are the typical next steps?
- Ask your solicitor to confirm the conservation area and any Article 4 direction.
- If an extension is essential to the purchase, confirm it with the council first.
- Price ordinary repairs from the survey, not from the heritage label.
Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

Does a conservation area stop all double glazing?
Not by a national ban this page can quote. Councils differ, and Article 4 directions differ. Ask this council. The survey will not guess a yes.
Is an unlisted house in a conservation area free to demolish?
Do not assume that. Demolition in a conservation area can be controlled. Ask the solicitor and the council before you price a knockdown.
