Asbestos in pre-2000 homes

Will scraping a corner of a textured coating tell you whether the coating is old?

No. Scraping does not date the coating and does not identify it, because you only disturb it. HSE says not to sand, drill or damage material that may contain asbestos, and a scrape to see if it is old is that kind of damage. Coatings in pre-2000 homes can contain asbestos, and the home surveyor is not an asbestos inspector and has not sampled the ceiling.

What is the fuller explanation?

People scrape a corner because they think an older coat looks different from a modern one. Layers of paint prove that someone decorated. They do not prove the presence or absence of asbestos. HSE treats textured coating as different from cement and from insulating board, but the difference is not something a scraper reveals to the naked eye. The Level 3 home survey describes condition. It specifically does not turn the surveyor into a person who samples asbestos. If the report says “possible asbestos” or “textured coating, not tested”, the next step is not a penknife at the viewing.

If the ceiling can stay in place, leave it. If your plans need it gone, ask a competent contractor what the proper route is before any coating is removed, and tell them it has not been sampled. Do not collect the dust in a food bag and post it. Do not let a decorator’s quote include “skim after rubbing down” as if rubbing down were neutral. Rubbing down is sanding. The survey will not be improved by a bald patch in the middle of the ceiling, and a lender does not need a DIY crater as evidence.

What should you ask your surveyor?

  • Did you test this coating, or only note it?
  • Which rooms have the coating you were not able to identify?
  • Please confirm a scrape would not be a way to finish your inspection.

What are the typical next steps?

  1. Do not scrape, rub down or drill the coating.
  2. If the coating must be disturbed, take competent advice first and say it was not sampled.
  3. Do not send a homemade sample to a lab.

Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

Does a ceiling dated in the brochure as 2010 clear the coating?

Only if you know the old coating was removed, not skimmed over. The survey has not established that. Do not scrape to check.

Is paint on top a seal that means you can sand the edges?

No. Paint is not a sampling result, and sanding the edges is still disturbance.
