Renegotiating or walking away
What should you do if the lender values the home for less and your survey found no rating 3?
Treat them as different documents. A down-valuation is the lender’s view of value as security. A home survey without a rating 3 is a condition opinion that nothing they rated was serious or urgent. One does not cancel the other. MoneyHelper’s distinction is that the valuation is not your survey. Your survey is not the lender’s figure.

What is the fuller explanation?
Ask the broker why the value moved, if the lender will say. It may be comparables, tenure, or a defect the valuer saw and your surveyor rated differently. It may have nothing to do with condition. RICS does not require you to invent a rating 3 to match a lower value, and it does not require the seller to drop the price by the gap. Any change of price is a negotiation before you are committed.
Do not spend the difference. You do not have it. If you still want the home, your solicitor and broker tell you what extra deposit or price change would satisfy the lender. There is no RICS formula that subtracts the valuation from the asking price. A valuation inside a seller’s pack is a different document from a later lender’s figure. Do not mix them without advice.
What should you ask your surveyor?
- Did your inspection find anything a valuer might have treated as serious?
- Are your ratings and their value the same exercise? They are not.
- What limitations might a valuer and a surveyor have treated differently?
What are the typical next steps?
- Ask the broker what the lender will do.
- Do not alter the survey to suit the valuation.
- Decide whether the home is still affordable before you argue about defects that were not found.
Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

Can a clean survey force the lender to restore the value?
No. The lender takes its own advice. Your survey may help a conversation. It is not an instruction to the underwriter.
Should you walk away?
If you cannot fund the gap and the seller will not move, that is a reason. The survey did not create it.
