Seller-side surveys

If an earlier buyer pulled out after a survey, can the next buyer treat that PDF as their own report?

Not automatically. In England and Wales a survey is written for the person who instructed it. You do not step into their shoes because the agent forwards a PDF. You may read it as gossip or as a useful warning. You should not rely on it as your report unless the firm confirms, in writing, that you may. In Scotland, a Home Report is a different document, intended for purchasers.

Last reviewed 24 October 2026. Written for buyers in England and Wales unless this answer says otherwise. No named surveyor has signed this page. It is general guidance, not a report on your house, and not legal advice.

What is the fuller explanation?

The practical use of a leaked earlier report is to decide the level of survey you now need and the questions you will ask. If it says the loft was NI or the drains were not tested, those limits are now yours too if you rely on it. Instruct your own inspection of the things that would change your price. RICS does not say a second buyer can recycle the first buyer’s reliance.

Sellers should ask their solicitor before they hand a buyer’s report to the next buyer. The copyright and the liability sit with the instructing party and the firm. Forwarding it casually can mislead. If you are the next buyer and the agent says “the survey was fine”, ask to see it and then ask your own surveyor the questions it failed to answer.

What should you ask your surveyor?

  • Will your firm let a later buyer rely on a report addressed to someone else?
  • Which limitations in the old report would you not accept if you were instructing afresh?
  • What should a Scottish buyer do differently because a Home Report is meant to be relied on?

What are the typical next steps?

  1. If you want reliance, instruct your own survey or get a written reliance letter from the firm.
  2. If you only have the old PDF, treat it as a lead, not as your advice.
  3. Sellers should take advice before circulating another person’s report.

Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

Does paying the first buyer for their PDF create reliance?

Not by itself. Reliance is what the surveyor’s terms say. Ask the firm.

If the first buyer withdrew, does that prove a rating 3?

No. People withdraw for many reasons. Read the report if you are allowed to. Do not inherit the rumour.
