Seller-side surveys

A seller in England emails the EPC and calls it the buyer's survey. What is the buyer still missing?

The buyer is still missing a home survey. An emailed EPC is the energy performance certificate, not an inspection of condition. In England an EPC is required when you sell, and it is valid for 10 years. It is not a survey and it does not award condition ratings. The buyer should still decide whether they need their own report. A seller who renames the certificate has not supplied that report.

What is the fuller explanation?

EPCs and surveys get forwarded in the same email chain, so the labels blur. GOV.UK describes the EPC as part of selling a home, with a ten-year validity. That is an energy document. A RICS home survey is a visual inspection reported to the person who instructed it, with condition ratings where that product uses them. Rating 1 means no repair is currently needed, beyond normal maintenance. Rating 3 means serious and/or urgent. None of those sentences appear because a graph of energy ratings was attached. Calling the attachment a survey does not create them.

The buyer who accepts the email as enough has no NI marks, no roof comment and no services comment from a surveyor, because no surveyor was asked to look. Services in a home survey are visual only and are not safety-tested. An EPC does not fill that gap either. If you are the seller, send the EPC under its own name and leave the buyer to commission a survey if they want one. If you are the buyer, do not tell your solicitor the inspection has happened when all you hold is the energy certificate, however recent or however old within its ten-year life.

What should you ask your surveyor?

  • Is the attachment an EPC, and what expiry does that certificate itself show?
  • Has any home survey been instructed, separate from the energy certificate?
  • Which condition questions does the EPC leave completely untouched?

What are the typical next steps?

  1. Send or file the EPC as an EPC, not as a survey.
  2. Decide separately whether a home survey is needed.
  3. Do not tell the solicitor the property has been surveyed if only the certificate arrived.

Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

Also asked about this

Is a valid EPC a condition rating 1?

No. Validity for 10 years is about the energy certificate. It is not a rating of the building's condition.

Does England require an EPC when selling?

Yes. An EPC is required when selling. That requirement is not a requirement to provide a home survey.
