Electrics and gas
The EPC recommends a different boiler and the survey did not. Why is the certificate not a condition report on the boiler you have?
The certificate is an energy model, not a condition report on the boiler you have. The EPC recommends a different boiler. The survey did not. Those are different jobs. An energy certificate estimates performance and lists measures. It does not open the case, inspect the flue, or describe the heat exchanger of the boiler that is actually installed. The home survey, whatever it said about heating, is the condition document. The recommendation on the EPC is not a defect diagnosis and not a service record. It has not examined the boiler you have as a surveyor examines a building.

What is the fuller explanation?
EPCs exist to rate energy performance and to suggest improvements. A recommendation to change a boiler can appear because the model prefers a different system, not because someone found a failed part. The surveyor, if they commented, was looking at condition within the limits of a home survey, which still is not a gas service. Neither document should be stretched. Do not read the EPC line as the surveyor having condemned the boiler, and do not read the survey's silence as the EPC having inspected it.
Use the survey for condition questions and the EPC for the energy rating it actually is. If the boiler's safety or service state matters, ask for the service record and, if needed, a Gas Safe registered engineer. Tell the solicitor the EPC recommendation is not the survey's finding. Do not negotiate as if the certificate had stripped the boiler and found it finished. It recommended a change in its own terms. The boiler you have has not been condition-reported by that certificate.
What should you ask your surveyor?
- Did the survey recommend replacing this boiler, or only the EPC?
- What condition comments, if any, did you make about the boiler that is installed?
- Are you clear the EPC is not your condition report?
What are the typical next steps?
- Treat the EPC boiler line as an energy recommendation, not a survey finding.
- Use the home survey for condition, within its limits.
- Get a service record or a gas engineer if you need the installed boiler assessed.
Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

If the EPC band is poor, has the boiler failed?
Not from the band. A poor energy rating is about the model of the house, not a stripped-down boiler. The certificate has not condition-reported the boiler you have, and the survey did not adopt that recommendation. Energy bands are not boiler strip-downs.
If the survey is silent on the boiler, does the EPC fill the silence?
No. Silence in the survey is not filled by an energy recommendation. The certificate still has not inspected the flue, the exchanger or the service state of the boiler that is there. The installed boiler stays unexamined by that certificate.
