Age and type of house
Does an ex-council house mean non-standard construction?
No. Plenty of former local-authority houses are ordinary brick cavity houses. Some are designated concrete systems or steel frames. The survey should name what it found, or say it could not tell. “Ex-council” is a tenure history. It is not a construction type and not a reason to refuse a mortgage by itself.

What is the fuller explanation?
Ask the surveyor what the walls and the roof actually are. Ask the lender what they will accept, in writing, if the construction is unusual. A Level 2 on a conventional brick house is a different product from a Level 3 on an unnamed system. The survey cannot produce a PRC repair certificate.
Right-to-buy history, covenants and service roads are solicitor’s questions. They do not appear as condition ratings. There is no price on this page for “making an ex-council house standard”. If the walls are ordinary, there is nothing to make standard.
What should you ask your surveyor?
- What are the walls made of, as far as you could tell?
- Are you using “non-standard” because of the seller’s history or because of the fabric?
- What should I tell the lender?
What are the typical next steps?
- Give the lender the construction, not the phrase ex-council.
- Give the solicitor the covenants and the estate charges.
- Do not pay for a concrete-repair scheme the survey has not identified.
Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

Is a Wimpey no-fines house the same as a brick semi?
No. No-fines is a concrete system the survey should name if that is what it is. Do not assume every estate used it.
Does a pitched roof prove traditional build?
No. System houses often have ordinary tiled roofs. The roof does not identify the wall.
