Asbestos in pre-2000 homes
Why do surveyors mention the fuse board when they talk about asbestos?
Because HSE lists asbestos textiles and flash guards inside older fuse boxes among the places asbestos was used. A surveyor who sees an old fuse board can suspect that and still not be allowed, or qualified, to dismantle it. The suspicion is not an electrical test, and it is not a sample.

What is the fuller explanation?
The electrics and the asbestos are two limits of a home survey. The surveyor does not perform an EICR, and they do not act as an asbestos inspector. An old rewireable fuse board can be a reason to plan an electrical inspection, and the lining inside it can be a reason not to let a general builder poke it. HSE’s location list includes fuse boxes and also rope and gaskets on old heating plant. Those are easy to disturb when a kitchen is stripped.
If the board is to be replaced, the electrician and the asbestos question need to be in the same plan. Do not ask someone to “just change the box” over a weekend without telling them the house is pre-2000 and the survey raised asbestos. Owner-occupiers selling are not under the rented-sector EICR duty. That does not make dismantling a suspect board a harmless job.
What should you ask your surveyor?
- Are you suspecting asbestos inside the board, or only commenting on the age of the fuses?
- Did you open the board, or only see the cover?
- Would replacing it need an electrician who knows the asbestos risk, rather than a survey follow-up?
What are the typical next steps?
- Do not open the board to look for a white card behind the fuses.
- If the board is being replaced, tell the electrician about the survey’s suspicion before they start.
- Keep the electrical inspection and any sampling as named instructions, not as assumptions inside the survey fee.
Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

Is a modern consumer unit proof there is no asbestos left nearby?
No. A new board can be fixed beside old textiles, or old equipment can remain in a cupboard. Ask what was removed.
Does HSE say every fuse box contains asbestos?
No. It lists fuse boxes as a location where asbestos textiles can occur. Suspicion is not identification.
