Condition ratings

Is an “urgent” repair in a Scottish Home Report the same thing as an English condition rating 3?

Not automatically. mygov.scot says the single survey tells you about condition and about repairs that are urgent or that need attention later, from a visual inspection by a chartered surveyor. The English Level 3 text defines rating 3 in its own words, including written quotations before legal commitment. The forms are related and they are not the same document. What is the fuller explanation?

Scotland gives buyers a Home Report, including the single survey, before they offer. England and Wales do not. A buyer comparing a cousin’s English rating 3 with a Scottish “urgent” box is comparing two products. The RICS consumer material explains that purchasers can use the Home Report. It does not say the digits match a Level 2 you might commission in Manchester.

If you are buying in Scotland, use the Home Report’s categories and ask the surveyor who signed it if you need a point explained. If you also commission your own survey, do not merge the two into one score. If you are buying in England, ignore the Scottish label. The rating definitions in the Level 3 description are the ones in front of you.

What should you ask your surveyor?

  • Which form have you got: a Home Report or a RICS Level 2 or 3?
  • Which repairs are marked urgent, and what does the text say to do?
  • Are you recommending a further specialist, or only recording the category?

What are the typical next steps?

  1. Do not translate “urgent” into “rating 3” in a letter unless the document uses those words.
  2. In Scotland, read the single survey before you offer. That is the point of the Home Report.
  3. If you need a quote, get it. Neither form prints a contractor’s price.

Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

Does the single survey include a valuation?

mygov.scot describes a single survey and valuation. An English Level 2 usually does not value the house. Do not assume the documents match on that either.

Can you still get your own survey in Scotland?

Yes. The Home Report is what the seller must provide, with the exceptions mygov.scot lists. You can commission more. It does not cancel the Home Report.
