Seller-side surveys

Is the valuation inside a Scottish Home Report the budget for the repairs it lists?

No. mygov.scot says the valuation is an opinion of what the home is worth. The repairs are a separate comment, and the page tells you to get estimates if you intend to proceed. Worth is not a shopping list. A home survey valuation is not a builder’s quote, in Scotland or anywhere else.

What is the fuller explanation?

English buyers usually commission their own survey, and a valuation inside it, if there is one, is still an opinion of worth rather than a builder’s bill. The Home Report bundles a valuation with the single survey. Bundled is not the same as “the valuation equals the repairs”. RICS says a purchaser can rely on the pack. Rely on the words, not on a subtraction you invented.

Do not offer the valuation minus a round percentage. If you want a lower price, use estimates and your solicitor. There is no national repair percentage in the Home Report page. Walking away remains the page’s alternative if you cannot cope. It is not triggered by the valuation figure alone.

What should you ask your surveyor?

  • Is the valuation stated as including a repair allowance? The words will say.
  • Which repairs does the page expect me to price separately?
  • Are you the valuer and the condition surveyor in this pack, and which sentences are which?

What are the typical next steps?

  1. Get estimates. Do not subtract them from the valuation in your head and call it the offer.
  2. Ask your solicitor how offers work against a Home Report valuation.
  3. Do not export this bundled valuation into an English Level 2 that did not include one.

Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

Is a valuation a reinstatement cost?

No. Reinstatement is a rebuild figure for insurance, when it appears at all. Worth is market opinion. Do not spend either on the roof.

Can two surveyors value the same flat differently?

Yes. An opinion is not a stamp. The repairs still need estimates.
