Is a coat of paint inside a listed house a consent application the survey can file?

No. The survey does not file applications, and paint is only a condition comment if the film is flaking, blistering or trapping moisture. Whether any decoration needed consent is for your solicitor and the council; the survey does not decide that outcome, and a tin of paint is not a condition rating of the structure.

What is the fuller explanation?

Historic England’s explanation of listing is about the building being listed, inside and out, not about a surveyor running the consent system. Buyers ask the survey to “sign off the magnolia”. There is nothing to sign. Modern paint on old plaster can matter if it is holding damp in, and the survey can say that. It cannot tell you the colour was approved or that it must be stripped.

Do not strip paint before exchange to test the theory, and do not ignore damp behind a film because consent feels complicated. The physical evidence is the survey’s subject. The application, if one were ever needed, is not. No outcome is invented here: not a grant, not a refusal, and not a statement that paint is always outside control.

What should you ask your surveyor?

  • Are you commenting on the paint film, or on the wall under it?
  • Did you see damp, salts or only a sound decorative surface?
  • Will you be filing any consent?

What are the typical next steps?

  1. Keep decorative condition separate from consent.
  2. Ask the solicitor if a particular past alteration, not the mere fact of paint, needs papers.
  3. Do not strip finishes as investigation before you own the house.

Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

Does a new paint colour change the grade?

No. The list entry is not amended by a survey, and paint does not regrade a house.

Is flaking paint automatically a damp-proofing job?

No. It is flaking paint until the cause is described. Ask what else was seen.
