Lead pipes and drinking water

Can you turn a suspected lead pipe into a condition rating and a price cut?

A condition rating is the surveyor’s, and only if they give one. A suspicion is not a rating 3, and the Drinking Water Inspectorate’s 10 micrograms per litre is not a repair price. DWI notes that buyers sometimes discuss the cost of removing lead pipes with the seller. That discussion needs a test or a visible pipe, and your solicitor, not a number copied from the standard.

What is the fuller explanation?

If the survey says a lead pipe was seen, you can ask a plumber what replacing the visible run involves and then decide whether to negotiate. If the survey says the incoming pipe was not visible, you do not yet have a length to price. Commissioning the water-company test is the step that creates a fact.

Do not deduct a forum average from the purchase price. Do not add the survey fee, the test and a guessed pavement excavation into one sum and call it the surveyor’s advice. RICS condition ratings do not contain prices. Any concession before exchange is a contract matter.

What should you ask your surveyor?

  • Did you see lead, or is the comment only that the house is old enough that lead is possible?
  • Is there a rating on the plumbing element, and what is it?
  • What would a plumber need to see before they could quote?

What are the typical next steps?

  1. Get a test or a plumber’s look at the visible pipe before you name a figure.
  2. Ask your solicitor how any agreed concession should be written.
  3. Do not walk away on age alone. Walk away, if you do, after you know what the water advice says.

Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

Does DWI require the seller to pay?

No. DWI explains the health reason and the test. Who pays is the negotiation and the contract.

Is lead a mortgage valuation?

A valuation is a separate instruction. Do not assume the lender has tested the tap because they sent a valuer.
