Choosing a survey level
The firm has sold you its most detailed inspection. Does that, on its own, include taking fittings off or opening drainage chambers?
Do not assume it does. A standard Level 1 or Level 2 inspection does not remove secured panels, electrical fittings or chamber covers. Level 3 is a more detailed survey, but it removes those things only if this instruction says so. None of the levels guarantees that concealed parts are sound.

What is the fuller explanation?
The longer report describes condition more fully and suits older, altered or unusual buildings and major works. That reputation leads buyers to think every panel will come off and every drain will be walked by camera. A camera survey and a panel removal are extra agreements, needing the owner’s consent and a safe way to reinstate. If your Level 3 terms are silent, ask. Silence is not a promise to open the consumer unit or lift a seized cover.
If a cover was not lifted, the drain is not inspected, and the rating or the NI should say so. Do not read a Level 3 header as a substitute for that sentence. There is no RICS list that says the fee includes opening-up unless the terms put it in. Agree extras before the visit if you know you want them. After the visit, a refusal to have opened something that was never in the terms is not a defect in the report.
What should you ask your surveyor?
- What will stay closed on this instruction?
- Are any chamber covers or panels expressly included?
- Where the report says not inspected, is that because it was secured?
What are the typical next steps?
- Read the scope before you assume Level 3 opens the building up.
- Agree any opening-up in writing, with the seller’s permission.
- Do not treat a closed panel as a passed test.
Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

If a cover was already loose, can they lift it?
They might, if it is safe and within the inspection they have agreed. Ask what they actually did. Do not assume every loose cover was lifted.
Does a specialist’s later opening change the level you bought?
No. The specialist report is additional. It does not rewrite the original product into a different level.
