Listed buildings and conservation areas
A listed house has a rating 2 window you would like to replace. Why is the rating not listed building consent?
Not listed building consent. A rating 2 on a window is a condition comment in the survey, not consent to replace that window in a listed house. Listing is a heritage status of the building. Consent is a separate permission for works that affect it. The survey can say the window needs repair or replacement as a matter of condition. It cannot grant the consent, and it cannot tell you the work is accepted because the number on the element was 2. Ask the planning authority about consent. Do not ask the rating to do that job.

What is the fuller explanation?
Historic England explains listing as a recognition of the building, not as a survey score. A condition rating lives in a different document and answers a different question: what state the window is in. Wanting to replace it is a third question, about whether consent is needed and whether it would be given. Those questions are not settled by how urgently the surveyor thinks the timber or the glass should be dealt with. A milder rating is not a permit.
Do not tell a joiner to remove a listed window because the report marked it 2. Show the survey sentence to your solicitor and, before work, ask the local authority what consent the listed building requires. The survey has not applied for that consent and has not been told it was granted. If you only repair like for like, you still do not get to invent the outcome. The rating described condition. Consent, if it is required, is the permission you do not yet hold.
What should you ask your surveyor?
- Is the rating 2 a condition comment on the window, rather than a listed grade?
- Did you see anything that would amount to listed building consent?
- What did you not decide about whether the window may be replaced?
What are the typical next steps?
- Read rating 2 as condition, not as consent.
- Ask the council about listed building consent before you replace the window.
- Do not instruct removal on the strength of the survey number.
Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

Does a rating 2 mean the window is Grade II?
No. Rating 2 is a condition mark in the survey. It is not a listed grade and it is not listed building consent.
Can the surveyor approve the replacement as they rate the window?
No. The rating on the window does not grant listed building consent. Consent is a separate permission the survey has not given.
