Non-standard construction
Should a buyer treat a listed system-built house differently from an ordinary PRC semi?
Yes. Listing adds consent for works that affect the building’s character, and in Wales that system is explained by Cadw as well as by the survey. The concrete structure is still a construction and a lending question. Listing does not cancel it, and the PRC label does not cancel the need for consent.

What is the fuller explanation?
Historic England says listing covers the whole building, not the front elevation. Cadw explains listing in Wales. A system-built house that is listed is uncommon but not imaginary. The survey describes condition. The consent regime describes what you may alter. A lender describes what they will fund. You may need all three answers.
Do not strip render, replace windows or tie the walls until you know whether consent is required. Ask the surveyor what is failing. Ask the local conservation officer, or a Welsh conservation officer, what consent is required. Ask the lender what they will accept. None of those conversations is a priced repair. The repair design comes after them.
What should you ask your surveyor?
- What defects are about the concrete, as distinct from the listed character?
- Which repairs would you expect to need consent?
- Are you able to say whether this house is listed, or is that a search?
What are the typical next steps?
- Check the list entry. Do not rely on the estate agent’s brochure.
- Ask the lender about the construction and the conservation officer about the works.
- Budget advice before you budget concrete repairs.
Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

Does listing make a lender more relaxed about PRC?
Do not assume that. Ask the lender. Heritage interest and lending criteria are different systems.
Is a conservation area the same as being listed?
No. The conservation-area question on this site explains the difference. A house can be in an area and not be listed, or listed and not in an area.
