New builds and warranties
What should you ask when a new estate’s drains may not yet have been adopted?
Ask your solicitor whether the sewers have been adopted, and ask the survey only what it could see. A home survey does not confirm adoption by the water company. Adoption is a search and a status, not a condition rating. The survey can describe gullies, chambers and leaks. It cannot say the estate has been taken in charge.

What is the fuller explanation?
Until adoption, the responsibility for a shared drain may still sit with the builder or the owners, under the contract and the transfer. That is the solicitor’s reading. GOV.UK’s drainage guidance for building work is about how drainage is designed and signed off, not a statement that this road’s sewers are public. Do not paste one into the other.
If the survey sees a blocked gulley, deal with that as a defect whoever owns the pipe. If the survey sees nothing, you still do not know the adoption status. Ask for the search. This page does not invent a fee or a timescale for adoption.
What should you ask your surveyor?
- What drainage could you see on the plot?
- Are you saying anything about who now owns the sewer?
- Which question should go to the solicitor rather than into the rating?
What are the typical next steps?
- Ask the solicitor for the adoption status and any bond or agreement the builder gave.
- Quote the survey only for visible defects.
- Do not deduct an adoption cost the survey never priced, because it cannot price one.
Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

Does a completion certificate mean the sewer is adopted?
No. Building-control completion and sewer adoption are different processes. You can have one without the other.
Can a camera survey prove adoption?
No. A camera shows the inside of a pipe. The water company’s record shows whether they have adopted it.
