The flat sits on a steel frame over a parade of shops. What can the inspection of one flat not say about the frame at shop level?

It cannot say the steel at shop level is sound, rusty or adequate. The inspection was of one flat sitting on that frame over a parade. The surveyor sees the flat's floors, ceilings and any beam exposed inside those rooms. Stanchions, bases and splices behind shop fittings were not in the flat. A flat inspection does not inspect the parade frame as a whole. One ceiling is not the frame.

What is the fuller explanation?

Parades often put flats on a steel or concrete frame while the shops below are fitted out with ceilings and signs that hide the metal. From the flat you may see a downstand beam, a column in a cupboard, or only a level floor. None of those is the shop-level base, the holding-down bolts or the steel in the neighbouring unit. The surveyor was not instructed to enter every shop, and a single-flat visit does not inspect the block or parade external system. Rust in a flat cupboard is rust in that cupboard. It is not a survey of the parade.

If a lender asks about the frame, send them the survey's limit in plain words: one flat, shop-level steel not seen. Do not fill the gap from the selling agent's phrase 'steel frame throughout'. A name or a condition the survey did not see must not be copied from a brochure. Your solicitor can ask the landlord for structural reports if they exist. Those reports are not this PDF. Services in the flat were visual only. They do not test the frame either.

What should you ask your surveyor?

  • What steel, if any, was visible inside this flat rather than at shop level?
  • Did the instruction include any shop, or only the flat?
  • Are you willing to say the shop-level frame was not inspected?

What are the typical next steps?

  1. Tell the lender the shop-level frame was outside this flat inspection.
  2. Do not copy a brochure sentence that the whole parade frame was checked.
  3. Ask your solicitor if the landlord holds a separate structural report.

Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

If my floor feels solid, is the shop steel sound?

No. A solid floor is the flat. Bases and splices in the shops were not seen.

Does rating the flat ceiling rate the parade frame?

No. A flat inspection does not inspect the frame at shop level. The ceiling is only the ceiling.
