Renegotiating or walking away
Where does the RICS rating 3 wording stop, so that it does not tell you to withdraw?
It stops at the defect and the quotations. The Level 3 description says rating 3 items are serious and/or need repair, replacement or investigation urgently, and that written quotations should be obtained before legal commitment. It does not say you must withdraw. Withdrawing is your decision with your solicitor, once you know whether you are still free to. A quote you can accept is a reason some buyers proceed.

What is the fuller explanation?
The phrase ‘before legal commitment’ is doing the work. It means you find out the cost or the investigation result before you are bound, not that every rating 3 is a reason to leave. A leaning chimney and a failed double-glazed unit can both be rating 3 in the sense of urgency and still be very different decisions. The definition does not rank them in money.
If you want to proceed, keep the quotes and proceed with your eyes open. If you want to leave, ask the solicitor to confirm you can. Do not tell the agent that RICS has ordered you out. RICS has told you to get the quotations first.
What should you ask your surveyor?
- Which rating 3 items need a quote, and which need an investigation before a quote is even possible?
- Which would you not want me to shrug off?
- What would still be unknown if I decided to proceed this week?
What are the typical next steps?
- Get the quotes or the investigation the wording actually asks for.
- Then decide with your solicitor. Do not skip to a withdrawal slogan.
- If you proceed, keep the quotes in the file so you know what you accepted.
Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

Does one rating 3 make the whole house a rating 3?
No. Ratings attach to elements. The house is not averaged into a single score.
Is rating 3 the same as ‘walk away’ on a Scottish Home Report?
No. A Scottish single survey uses its own categories. Do not translate the word ‘urgent’ into an English rating, or into an instruction to withdraw, without reading the paragraph.
