Asbestos in pre-2000 homes

What should you ask if a bath panel in a pre-2000 house might be asbestos insulating board?

Ask the surveyor what they could see and do not drill it. HSE lists asbestos insulating board in many internal linings, and older bath panels are one of the places people later find it. A home survey does not sample the panel. “Possible asbestos” means leave it alone until someone competent has identified it.

What is the fuller explanation?

HSE’s location guidance is aimed at buildings built or refurbished before 2000. Insulating board is not the same as asbestos cement: it is more easily damaged and the work on it is more often licensed. A surveyor who notes a panel is recording a material they will not break. The Level 3 description is explicit that the surveyor does not act as an asbestos inspector.

If you plan to rip out the bathroom, identification comes before the skip. If the panel is sound and you are not altering it, HSE’s general approach to materials in good condition is not “smash it to be sure”. Ask an asbestos surveyor if you need a sample. Do not ask the home surveyor to take one. There is no HSE price for a bathroom strip in that guidance.

What should you ask your surveyor?

  • Are you saying the panel is asbestos, or that it might be and you did not sample it?
  • Is it damaged, or painted and intact?
  • Will any recommended work disturb it?

What are the typical next steps?

  1. Do not unscrew the panel for a better look.
  2. If you will refit the bathroom, budget an identification before the fitter arrives.
  3. If you will leave it, tell the fitter it was not sampled so they do not cut it.

Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

Is every bath panel asbestos?

No. Many are plastic or plywood. The point is that you cannot tell insulating board by optimism. Identification is a sample, not a glance.

Does a RICS survey have to sample it?

No. Sampling is a separate instruction. The home survey’s job is to warn you when a material might contain asbestos, not to clear the house.
