Asbestos in pre-2000 homes
What should you ask before you replace soffit boards on a pre-2000 house?
Ask whether the boards might contain asbestos, and do not let a fascia contractor grind them off because the survey was silent. HSE lists asbestos insulating board and cement sheets in soffits and similar linings on buildings built or refurbished before 2000. A home survey may not see the soffit closely. Silence is not a clearance.

What is the fuller explanation?
Soffits sit under the eaves, often next to the fascia the gutter fitter wants to replace. Insulating board and cement look different and the controls are different. The surveyor, from the ground, may say “possible asbestos soffit” or may not mention them. Neither sentence is a sample. HSE’s location material is the reason to pause.
If the boards are staying, leave them. If the gutter job needs them off, identification comes first. A RICS survey does not provide that identification. Put it in the roofer’s scope so they do not price a grind-and-go. Costs depend on the material and the length. There is no HSE tariff for a terrace of soffits.
What should you ask your surveyor?
- Could you see the soffit material, or only the gutter?
- Are the boards damaged, or painted and intact?
- Does your roof comment assume they will be disturbed?
What are the typical next steps?
- Tell the gutter firm the house is pre-2000 and the soffits were not sampled.
- Do not agree a price that includes “raking out” boards of unknown material.
- If they must come off, get an asbestos survey of those boards first.
Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

Are uPVC soffits asbestos?
uPVC is plastic. The question is whether uPVC was fitted over an older board. Ask the fitter to say what is behind, without breaking it.
Does a Level 2 always comment on soffits?
It comments on what it inspected. A high eaves on a narrow terrace may be a limit. Read the access note.
