Asbestos in pre-2000 homes

Can the black adhesive under old floor tiles contain asbestos even when the tiles have gone?

Yes. HSE lists asbestos bitumen adhesive used to stick floor tiles, as well as the tiles themselves, among the materials that turn up in buildings. A survey that does not lift the carpet may not see either. A glued residue left after someone has already taken the tiles up is still not something to sand.

What is the fuller explanation?

Floor coverings are easy to miss on a visual inspection because they are covered. HSE specifically mentions tiles hidden under carpets, paper-backed coverings and bitumen adhesive. The surveyor reports what was visible. A seller who says the tiles were removed has not automatically removed the adhesive. Sanding that black layer is a good way to disturb a material you have not identified.

Sampling, if you need it before a kitchen strip, is a job for someone set up to take the sample without spreading dust. The home survey is not that sample. HSE’s diagrams of where asbestos can occur are written for buildings built or refurbished before 2000. A newer-looking floor on an older house can still be a later covering over an old adhesive.

What should you ask your surveyor?

  • Did you see tiles, adhesive, or only carpet?
  • Is this a suspicion from age, or did you see a material you want sampled?
  • What refurbishment are we planning that would disturb the floor?

What are the typical next steps?

  1. Do not grind or heat the black residue to get it off.
  2. If you will disturb it, ask for sampling advice before the fitters start.
  3. If you will not disturb it, do not lift it for curiosity.

Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

Also asked about this

Are all black adhesives asbestos?

No. Colour does not identify the material. That is why a suspicion is not a laboratory result.

Does a new laminate floor prove the old adhesive has gone?

No. Laminate can float over whatever was there. The survey may not have lifted it.
