Asbestos in pre-2000 homes

Why should an asbestos-cement flue pipe on the boiler be written up separately from a sheet in the cupboard?

It is a different product in a different place. HSE treats asbestos cement, used for flues, as distinct from insulating board used as panels, so a cement flue left alone is not the same decision as a cupboard sheet someone is about to drill. The surveyor may suspect cement from the look of the pipe, but they are not an asbestos inspector and they have not sampled it.

What is the fuller explanation?

Older boilers often discharged through a cement flue that may contain asbestos if the house was built or refurbished before 2000. The pipe might be in the cupboard, through a wall, or up to a terminal you can see outside. A sheet screwed to the cupboard side is a lining, and HSE does not want those two materials bundled into one casual description. The home survey should say which one it means. It has not tested the boiler, and a flue note is not a gas-safety record. It has also not licensed anyone to break the pipe.

Leave the flue intact. Do not sand it, cut it, or smash it during a kitchen clear-out. HSE’s instruction not to disturb suspect material applies. If the boiler is to be replaced, tell the installer there is a suspect cement flue and ask them how it will be dealt with before the old appliance comes off the wall. Replacing a boiler is not, by itself, instruction to break the pipe into a rubble sack. If the survey also mentions a cupboard sheet, keep a second line for that sheet. One contractor’s method may not cover both.

What should you ask your surveyor?

  • Is the suspect material the flue pipe, a cupboard sheet, or both?
  • Could you see the whole run of the flue, or only the piece by the boiler?
  • Please confirm you did not sample it and you are not an asbestos inspector.

What are the typical next steps?

  1. Do not cut or smash the flue while you compare quotes for a new boiler.
  2. Tell any installer about the flue in writing, separately from any cupboard lining.
  3. Do not treat a gas service sticker as a clearance of the pipe material.

Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

Is a metal replacement flue proof the old cement has gone?

Only for the run you can see was replaced. Ask whether any cement length remains in a void. The survey may not have seen the void.

Does a cement flue mean the boiler is unsafe?

No. Material and combustion are different questions. The survey has tested neither. A gas engineer deals with the appliance. The flue material still must not be broken up casually.
