Asbestos in pre-2000 homes

What should you ask if an airing cupboard is lined, or has old pipe lagging, in a pre-2000 house?

Ask whether the lining and the lagging were visible and whether they might contain asbestos. HSE lists insulating board in cupboards and lagging on pipes among the places asbestos was used before 2000. A home survey does not take samples and should not pull lagging off to look. Damaged lagging is a reason to stop and get advice. Intact board is a reason not to drill it for a shelf.

What is the fuller explanation?

Pipe lagging and insulating board are higher on HSE’s concern list than cement sheets, because fibres are released more easily when they are disturbed. The surveyor can see a ragged section or a smooth painted board. They cannot name the fibres. The Level 3 description says the survey is not an asbestos inspection under the Control of Asbestos Regulations.

If lagging is damaged, do not sweep it. Ask an asbestos contractor what to do next. If you only needed a shelf, do not screw into the board until you know what it is. A plumber replacing a cylinder needs the same warning. There is no fixed price in HSE’s location guide. The quote follows the identification.

What should you ask your surveyor?

  • Did you see damaged lagging, intact board, or both?
  • Is the cylinder to stay, or does any recommendation disturb the cupboard?
  • Are you advising a sample, or only recording a limit?

What are the typical next steps?

  1. Do not vacuum debris from old lagging with a domestic cleaner.
  2. Tell any plumber the cupboard was not sampled.
  3. If the lagging is already loose, get advice before you use the cupboard as normal storage.

Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

Is a modern foam tube the same as old lagging?

No. Grey or yellow foam on a new cylinder is a different product. Old cloth-like or hard white lagging is the one to treat with caution. The survey should say what it saw.

Does a boiler service include the airing cupboard lining?

No. A Gas Safe service is about the gas appliance. It is not an asbestos survey.
