Asbestos in pre-2000 homes

What is the difference between asbestos left in place and asbestos that your works will disturb?

Left alone and in sound condition, many asbestos products are a management issue. The risk HSE writes about rises when the material is cut, sanded, broken or removed. A home survey can point at the material. Your future kitchen, rewire or loft plan decides whether you will disturb it.

What is the fuller explanation?

Tell the surveyor, before or after the visit, if you already know you will strip linings. They still may not sample, but they can aim their comments at the rooms you will open. A lender’s concern and a builder’s concern are different. The lender may never ask. The builder needs to know before they price, because lawful removal can change the programme.

Do not hide a planned strip-out in order to keep a quote low. Ask the builder to exclude asbestos removal until a competent person has said what the material is. Then add that scope. There is no flat rate per room that we can honestly print.

What should you ask your surveyor?

  • Which materials would be disturbed by ordinary occupation, and which only by building work?
  • Did I tell you about works that would open linings?
  • What should a builder not price until a sample exists?

What are the typical next steps?

  1. Write down the works you actually intend. Match them to the materials named in the report.
  2. Get sampling done before a strip-out quote is treated as final.
  3. If you will not disturb the material, plan to leave it and to tell future contractors it is there.

Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

Does living in the house count as disturbing a sound soffit?

Ordinary living is not the same as drilling it. HSE’s warning is about damage and removal. Do not take that as a reason either to ignore a damaged board or to rip out a sound one tonight.

Should the price of the house fall by the cost of removal if you might never remove it?

Only if you decide the removal is part of why you are buying. A hypothetical strip-out is not a bill. Ask a contractor only for the work you will actually do.
