Asbestos in pre-2000 homes

What should you ask if the loft has broken cement pieces or offcuts the survey could not name?

Ask for them to be left undisturbed and identified before anyone boards the loft or shoves them into a sack. HSE’s concern with asbestos is disturbance, especially of unknown pieces in a pre-2000 building. A home survey that sees debris should say it did not sample it. Offcuts are not a licence to bag them with the old carpet.

What is the fuller explanation?

Lofts collect roofing offcuts, old cistern lids and broken sheets. Some are cement, some are not asbestos at all, and some are board, which HSE treats more cautiously than cement. From a hatch the surveyor often cannot tell. They should not invite you to tidy. Boarding a loft for storage is when those pieces get kicked and broken again.

If the pieces must move, a competent person should say how. There is no RICS price for that. Do not hand them down through the hatch on a viewing. Do not lay a new floor over unidentified broken material and call it encapsulated. Encapsulation is a decision, not a rug.

What should you ask your surveyor?

  • Where are the pieces, and could you see what they are?
  • Are you saying do not disturb them?
  • Did you see a water tank or pipe lagging as well, or only the debris?

What are the typical next steps?

  1. Do not bag the pieces on a second visit.
  2. Tell any loft boarder the debris was not identified.
  3. If you need the loft as storage, identify the material first.

Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

Is dust on the loft floor automatically asbestos?

No. Dust is dust until someone competent says otherwise. Do not vacuum it to be helpful.

Does a new roof mean the loft is clear?

No. New tiles can sit above old debris that was left on the ceiling.
