Asbestos in pre-2000 homes

The textured coating is only on one ceiling. Has the survey checked the house for asbestos, and can it say that ceiling is safe to scrape?

No. One ceiling is one material in one room: a home survey is not an asbestos survey, and the surveyor is not an asbestos inspector. Looking at an Artex-style coating cannot tell you whether it contains asbestos, so do not scrape it to see if it looks old. HSE says suspect material should not be drilled, sanded or otherwise disturbed, and a scrape is disturbance rather than a laboratory result.

What is the fuller explanation?

HSE warns that buildings built or refurbished before 2000 can contain asbestos, and it treats textured coatings as a different material from asbestos cement and from insulating board. A coating in a single bedroom can be original, or it can be a later skim over an older coat. Neither storey is a sample. The rest of the house was not tested because this ceiling was noted. Floor tiles, soffits, flues and cupboards are separate materials in separate places. The Level 3 description of a home survey is a condition inspection. It does not include sampling and analysis.

Leave the coating alone until you know what work you actually intend. Painting it is not the same as sanding it. Scraping a patch in the corner to “see the layers” is the kind of disturbance HSE tells you to avoid, and it still would not identify the fibre. If a project will remove the coating, ask a competent contractor what controls apply before anyone starts. Tell them the home survey did not sample it. Do not multiply one ceiling into a whole-house asbestos clearance, and do not ignore a different suspect material elsewhere because this room felt like the only issue.

What should you ask your surveyor?

  • Which ceilings did you see coated, and which rooms did you not comment on?
  • Are you identifying asbestos, or only noting a textured coating you cannot test?
  • Please confirm you are not an asbestos inspector and that you did not sample.

What are the typical next steps?

  1. Do not scrape, sand or drill the coating to judge its age.
  2. If you will disturb it, take competent advice before the work. Do not bag a sample yourself.
  3. Treat any other suspect material in the report as its own item, not as cleared by this ceiling.

Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

Does one uncoated ceiling mean that room is newer and safe?

No. A smooth ceiling can be a new board over an old coating, or an unrelated material. The survey has not sampled either.

Is textured coating the same as insulating board?

No. HSE treats them as different materials. Do not let one skip in the report cover both.
