Roofs and flat roofs

What is a cold-deck flat roof, and why does a surveyor care where the insulation sits?

In a cold-deck roof the insulation is below the deck, with a ventilated space that is supposed to stay cold. If that space is blocked, or insulation is pushed in later, moisture can condense on the deck. A surveyor who cannot see the build-up should say so rather than approve it.

What is the fuller explanation?

A warm-deck roof puts insulation above the deck so the structure stays warmer. A cold deck relies on ventilation. Quilt stuffed into a cold deck, or a ceiling that has been sealed with no vents, defeats that. The symptom indoors can be a stained ceiling that people blame on a leak. It may be condensation in the roof, a leak, or both.

A visual survey rarely opens the deck. The loft or the cupboard below may show the underside. Ask what was visible. Adding insulation in the wrong place is a common alteration. Ask the seller who did it. There is no single cost to convert a cold deck to a warm deck. A roofing designer or surveyor should specify it before anyone prices it.

What should you ask your surveyor?

  • Could you see where the insulation sits, or only the ceiling and the outer sheet?
  • Are there vents to a cold deck, and were they blocked?
  • Is the ceiling stain explained as a leak, as condensation, or as unknown?

What are the typical next steps?

  1. Do not add more insulation until someone who understands the deck has looked.
  2. If the report says not inspected, do not describe the roof as passed to your lender or to yourself.
  3. Ask for the specification before you compare prices to “upgrade the flat roof”.

Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

Does a warm deck never leak?

No. The covering and the outlets can still fail. The deck type changes condensation risk. It is not a guarantee of weatherproofing.

Can spray foam turn a cold deck into a problem of its own?

Foam stuck to the underside can stop ventilation and hide the timber. Read the spray-foam questions before you treat it as ordinary insulation.
