Seller-side surveys
Does a valid EPC mean the boiler and the windows were surveyed?
No. GOV.UK requires an Energy Performance Certificate when you sell, and it is valid for 10 years. It is a model of energy performance, not a condition report and not a gas service. A home survey does not produce the EPC, and the EPC does not produce condition ratings.
Last reviewed 24 October 2026. Written for buyers in England and Wales unless this answer says otherwise. No named surveyor has signed this page. It is general guidance, not a report on your house, and not legal advice.
What is the fuller explanation?
An A-rated house can have a leaking roof. A G-rated house can be structurally dull and sound. Use each document for its job. The assessor is not your RICS surveyor unless the contract says both were instructed, which is unusual and should be two scopes.
If the EPC is missing or expired, that is a marketing and legal point for the seller and the agent. It is not a rating 3 on the walls. There is no survey fee that includes a new EPC unless the quote says so. This page does not state the assessor’s fee.
What should you ask your surveyor?
- Are you looking at the EPC, or at the building?
- Is the certificate in date? That is a document check, not a rating.
- Are any of your condition comments copied from the EPC? They should be from the inspection.
What are the typical next steps?
- Read the EPC for energy and the survey for condition.
- Do not negotiate a new boiler solely from an EPC recommendation.
- Sellers should renew an expired EPC because the sale requires it, not because it surveys the house.
Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

Does the EPC prove cavity insulation is present?
It records an assumption or an observation for energy purposes. It does not prove a cavity is full, dry and suitable. The Energy Saving Trust’s conditions for insulation are a different page.
Is the environmental impact graph a flood map?
No. Flood risk is the GOV.UK flood service in England, not the EPC.
