Asbestos in pre-2000 homes
Which materials does HSE say can contain asbestos in a pre-2000 house?
HSE says asbestos can be found in buildings built or refurbished before 2000, in products such as textured coatings, floor tiles, cement roofs and flues, insulation boards and old heating materials. It does not say every pre-2000 house contains them. A home survey does not sample materials to prove which is which.

What is the fuller explanation?
HSE’s location guidance and diagrams are the lists to read. Surveyors use words like “possible asbestos-containing material” because they must not state a lab result they did not obtain. Leaving a sound material alone is often the advice HSE gives. Drilling, sanding or breaking it is how fibres get into the air.
If you plan a kitchen strip-out, a rewire or a loft conversion, tell the contractor before they cut. A refurbishment survey with sampling is a different instruction from the home survey you are reading. The sampler should be competent. We do not name a fee. Ask the firm what they will sample and what they will not disturb.
What should you ask your surveyor?
- Which materials are you calling possible asbestos, and which did you only see from a distance?
- Are you advising that anything be sampled, or left in place?
- What works would disturb those materials?
What are the typical next steps?
- Do not sand, drill or break a material the report has flagged.
- If you will disturb it, commission sampling before the work, not after the dust is on the floor.
- Read HSE’s page for that product. A cement roof and a loose insulation are not the same risk.
Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

Does pre-2000 mean the house definitely contains asbestos?
No. HSE says it can be present in buildings of that age. “Can” is not “is”.
Did later builders remove it all?
Sometimes, and sometimes they covered it. The survey cannot see behind every lining. Papers for past removal help. Ask the solicitor to request them.
