Asbestos in pre-2000 homes

Can a home survey tell a textured coating that contains asbestos from one that does not?

No. Artex and similar coatings can contain asbestos if they were applied before 2000, and later coatings may not. They look alike. A surveyor who has not had a sample tested should say the coating might contain asbestos, not that it does or does not.

What is the fuller explanation?

HSE includes textured coatings in the materials that can contain asbestos in older homes. The only way to know a particular ceiling is to sample it properly. Scraping a corner yourself to “have a look” is the disturbance HSE tells you to avoid. The home survey will not take that sample as standard.

If you intend to skim, paper or leave the ceiling, ask the decorator not to sand it until you know. Skimming over a sound coating is a different job from removing it. Removal is where the asbestos question bites. Ask a competent person about sampling before removal. The cost is their quote for the number of samples.

What should you ask your surveyor?

  • Which ceilings and walls carry texture, and did you test any of them? The test answer should be no unless a specialist was instructed.
  • Are you advising leave-in-place, or removal?
  • What age of coating are you assuming, and what did the seller actually say?

What are the typical next steps?

  1. Do not sand the ceiling as preparation for paint.
  2. If you only want to repaint, ask a decorator who will work without breaking the coating.
  3. If you want it off, budget for sampling first and for whatever the result requires. Do not fix that budget until you have the result.

Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

Does a 2005 ceiling still need caution?

Asbestos in coatings was banned earlier, but a house can contain older coatings under later paint. The date of the house and the date of the ceiling are not the same. If you do not know, do not sand.

Will the seller’s “it’s been tested” do?

Only with the certificate. A remark in an email is not a lab result.
