Leasehold
Is the management pack your solicitor asks for included in the flat survey PDF?
No. The pack is the bundle the solicitor asks the managing agent or landlord to provide, and the survey PDF is only the inspection report. They are different documents. A sentence that says you should check the management arrangements is not the pack itself.
Last reviewed 24 October 2026. Written for buyers in England and Wales unless this answer says otherwise. No named surveyor has signed this page. It is general guidance, not a report on your house, and not legal advice.
What is the fuller explanation?
Buyers often hunt through the photographs for accounts, notices and insurance schedules because the solicitor has asked for a management pack. Those papers are collected in the conveyancing, not photographed on the day of inspection. GOV.UK’s leasehold guidance is about service charges, consultation and the right to challenge, which live in those papers. The surveyor was in the flat to look at condition. They were not instructed to compile the landlord’s file.
If the report marks a document request, that mark means ask the solicitor. It does not mean the pages are attached at the back. Read the limitations before you tell anyone the pack was checked. There is no RICS contents list that turns a survey into a management pack, and a missing pack is not a condition rating. Chase it through the solicitor, and do not exchange on the assumption that a quiet PDF means the file was empty of problems.
What should you ask your surveyor?
- Did you receive any management papers, or only see the flat?
- Are document prompts in your report the same as attached accounts?
- Which defects in the block still need the pack explained beside them?
What are the typical next steps?
- Ask the solicitor for the management pack as a separate item.
- Do not treat the survey photographs as the service-charge file.
- Read any notices in the pack against what the survey actually saw.
Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

If the pack is late, has the survey failed?
No. The survey can be finished while the pack is still with the agent. Late papers are a conveyancing delay, not a new rating.
Can the surveyor refuse to wait for the pack?
Yes. The inspection is not the pack. Do not hold the surveyor to a file they were never sent.
