Leasehold
You have the survey and you do not yet have the management pack. What service-charge history is the survey not a substitute for?
The survey is not a substitute for the service-charge history in the management pack you do not yet have. That history is the accounts, the record of what leaseholders have been asked to pay, and the note of major works already raised. The inspection describes the flat and the common parts it could see. It does not list charges, arrears or planned costs. A defect the survey names is not a ledger. Until the pack arrives, that money history is absent, and the survey cannot invent it.

What is the fuller explanation?
Service-charge history shows what the block has spent, what it is collecting, and what it has already warned leaseholders about. A survey shows cracked render, a tired roof or a damp stair. You cannot rebuild the accounts by staring at the roof. The pack is also where you usually find insurance, the fire assessment and the notices. None of those appear because a surveyor visited. Their absence is a missing pack, not a gap in the condition text.
The solicitor should insist on the pack before you rely on any figure the agent mentions in conversation. Compare, when it arrives, the works in the accounts with the defects in the survey. A roof the survey calls poor and a roof already billed in the accounts are related facts from different documents. Do not ask the surveyor to guess the history. They did not see the books, and the report is not a placeholder for them.
What should you ask your surveyor?
- Which money records have you not seen because the pack is missing?
- What common-part condition did you describe without quoting charges?
- Have you refused to invent a service-charge history?
What are the typical next steps?
- Wait for the management pack before you rely on charge history.
- Do not treat the survey as the accounts.
- Compare pack and survey once both exist, as separate documents.
Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

Can the agent's spoken service-charge figure stand in for the pack?
No. A figure said at a viewing is not the accounts, not the budget and not the list of major works. The survey cannot check it. The solicitor should wait for the pack. Until then the history the survey is not a substitute for is still missing.
Does a smart hallway mean the charge history is modest?
No. Decoration in a hall is what the survey can see. It does not show arrears, a reserve, or works already consulted on. A tidy common part can sit beside a large history. The pack is where that history is read.
