Non-standard construction
Does a glimpse of the structure in a meter cupboard describe the whole house?
No. An open cupboard shows the corner someone cut for the meter, not every wall, and the survey should not paste that build-up onto elevations it did not open. Secured panels are not removed on a standard inspection, and the Level 1 scope does not include that work.

What is the fuller explanation?
Meter cupboards are where buyers, and sometimes surveyors, finally see a stud, a concrete edge or a steel angle. That is useful, and it is local. The opposite gable can be a later rebuilding. A lined room can hide a different detail. A home survey does not open the structure as a matter of course. One honest sentence about the cupboard is better than a house-wide system name taken from it.
Unusual construction is the sort of building the Level 3 description is written for, and the limit on opening up still applies unless you agreed otherwise. If identification of the hidden frame will decide whether you buy, say so before exchange and arrange a proper look with the seller. Do not enlarge the cupboard yourself. Electrics in that cupboard were not tested just because the door was open.
What should you ask your surveyor?
- What exactly was visible in the cupboard, and on which wall?
- Which parts of the house are you not prepared to describe from that glimpse?
- Were any panels removed, or was the door simply open?
What are the typical next steps?
- Keep the cupboard note local when you speak to a lender.
- If you need the frame identified, agree an opening-up. Do not widen the cupboard.
- Do not treat a view of a cable as a test of the electrics.
Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

Does the same limit apply to a boiler cupboard?
Yes, unless that cupboard showed more and the report says so. One opening is one opening.
Can you assume the party wall matches the cupboard?
No. Shared walls can be built differently. Ask what was seen there.
