Condition ratings
The crack is in a party wall and the neighbour will not let an engineer in. What can your survey still not finish?
The neighbour's side remains unseen, and so does any investigation that needed that access. Your survey can record the crack from your side only. It still cannot finish a view of the neighbour's face of the wall, and it cannot finish the engineer's investigation while the neighbour refuses entry. The surveyor also does not serve party-wall notices or make an award. Access refused is a limit, not a hidden all-clear.

What is the fuller explanation?
A party wall is shared structure. What is visible in your room may be only half the storey. The home survey does not guarantee concealed parts, and a wall whose other side cannot be entered is a practical example of that limit. Rating the crack from your side, if it was rated, grades what was seen there. Rating 3 would mean serious or urgent on that evidence, with written quotations before a legal commitment. It would not mean the neighbour's plaster has been inspected. NI on the inaccessible part, if they marked it that way, means not inspected.
Without the neighbour, the engineer named in the report cannot complete the investigation that depended on getting in. You can still ask the engineer what they can say from your side alone, and you should expect them to write that limit down. Your solicitor can advise on the legal route where the wall is in England or Wales. That advice is not the survey, and the surveyor will not become the person who serves notices. Decide whether you are willing to buy while that side stays unseen. The report cannot close the gap the neighbour is keeping shut.
What should you ask your surveyor?
- What did you see only from my side of this party wall?
- What investigation remains impossible while the neighbour refuses access?
- Will you confirm you do not serve notices or make awards?
What are the typical next steps?
- Read the crack as a view from your side only.
- Ask the engineer what, if anything, they can say without the neighbour's room.
- Do not expect the survey to finish an investigation it cannot enter.
Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

If the neighbour later agrees, does today's survey update itself?
No. Later access is a new look. It does not rewrite the report you already have.
Is a party-wall award the same as a rating?
No. An award would be a legal step. A rating is the surveyor's condition grade. The surveyor does not make the award.
