Does one suspect material mean the home survey has checked the whole house for asbestos?

No. A note about a garage roof, a floor tile or a textured ceiling is about what the surveyor noticed. HSE lists many places asbestos was used in pre-2000 buildings. The survey does not open every void, lift every floor or sample anything. One sentence is not a management survey and not a refurbishment survey.

What is the fuller explanation?

Those two asbestos surveys are different instructions with different purposes. A buyer’s home survey is neither, which the Level 3 description says by stating the surveyor is not an asbestos inspector. If you will strip a kitchen, the floor adhesive and the ceiling are separate from the garage roof already mentioned. Age is a reason to ask, not a map of every product.

Tell any contractor which notes exist and which rooms they will disturb. There is no RICS price for a refurbishment survey. Do not assume a clear garage means a clear airing cupboard. Do not assume a suspect ceiling means the roof tiles contain asbestos.
