Condition ratings
Only one window is a condition rating 3 and the rest are 1. Why does that not make the whole elevation a rating 3?
It does not make the whole elevation a rating 3 because condition ratings attach to the element that was rated. Condition rating 3 means serious and/or urgent repair, replacement or investigation, and here that applies to one window. Condition rating 1 means no repair is currently needed, which is what the other windows carry. The elevation is not given the worst number by infection. One defective window stays one window. The sound ones are not rewritten.

What is the fuller explanation?
Surveyors rate elements so a failure does not smear across a wall that is otherwise fine, and so a fine wall does not hide the one item that is serious. The window at 3 needs that attention. The windows at 1 do not, on the definitions RICS uses: no repair currently needed. Reading the elevation as a 3 would invent a wall defect the report did not record. Reading every window as a 1 would hide the one that is serious or urgent. Keep the numbers where they were put.
When you speak to a joiner, point them at the window that is rating 3, not at the whole front. Tell your solicitor the same limit if a price conversation starts. Do not ask the surveyor to regrade the elevation to match the worst opening. The ratings are already doing the sorting. Further investigation, if the text asks for it on that window, has not been commissioned by the number alone.
What should you ask your surveyor?
- Which single window carries the rating 3, and what is wrong with it?
- Are the other windows individually at rating 1, meaning no repair is currently needed?
- Have you avoided applying rating 3 to the whole elevation?
What are the typical next steps?
- Deal with the one window that is rating 3.
- Do not regrade the rest of the elevation to match it.
- Point any joiner at that window, not at the whole front.
Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

If the bad window is in the middle of the wall, does the wall become a 3?
No. Position on the elevation does not transfer the rating. The wall was not given a 3. Rating 3 is the serious or urgent finding on that one window. The other windows remain at 1. Each window keeps the rating it was given.
Does a rating 1 window never need painting?
Rating 1 means no repair is currently needed. It is not a promise about decoration for ever. It does mean you must not treat those windows as the same serious or urgent item as the one rated 3. Later decoration is not the rating 3 repair on that one window.
