Leasehold
The pack shows a nil reserve fund and the roof is rating 3. Why does the nil not change the rating, and the rating not fill the fund?
The nil does not change the rating because a reserve fund is an accounts balance and the rating is the survey's label on the roof. The rating does not fill the fund because a survey label does not pay money in. The pack shows a nil reserve, and the roof is rating 3. Those facts sit side by side. Neither edits the other. The inspection has not audited the fund, and the fund has not reroofed the building.

What is the fuller explanation?
A reserve, or sinking fund, is what the landlord has collected toward future work. Nil means the pack shows nothing set aside. That can matter to you as a leaseholder facing a later bill, which is a solicitor's question about the accounts and the lease. Rating 3 on the roof is what the surveyor gave the covering they saw. Making the nil worse or better than that rating would pretend the bank balance was a defect the survey measured. It was not.
Ask the solicitor what a nil reserve means for contributions if the roof needs work, and keep the rating as the condition of the roof. Do not ask the surveyor to amend the rating because the fund is empty, or the agent to pretend the fund is healthy because you dislike the number. One is money not saved. The other is the roof as inspected. They inform your decision together only if you refuse to mash them into a single sentence.
What should you ask your surveyor?
- Does a nil reserve change the roof rating you gave?
- Does the rating put any money into the reserve fund?
- Which document shows the nil, and which document rates the roof?
What are the typical next steps?
- Keep the nil reserve with the service-charge papers.
- Keep the roof rating with the survey.
- Ask the solicitor what an empty fund means if roof work is needed.
Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

If the residents plan to raise a fund later, does the rating drop?
No. A plan to collect money does not change the rating already given to the roof, and it has not filled the fund yet. The nil is what the pack shows now. The rating stays the survey's label. Future contributions are a lease and accounts question, not an edit of the inspection.
Can you treat rating 3 as proof the fund was misspent?
No. The rating describes the roof the surveyor saw. It does not audit past spending and it does not explain why the reserve is nil. Misspending, if it happened, would be in the accounts the solicitor asks about. The survey has not investigated the fund, and the nil has not rewritten the rating.
