Leasehold
Are service-charge arrears a condition rating?
No. Arrears are a balance on the service-charge account, while a condition rating describes an element of the building. Rating 1 does not mean the account is clear, and rating 3 does not mean the seller owes money. The survey does not read the ledger.

What is the fuller explanation?
GOV.UK’s leasehold page deals with service charges, consultation and the right to challenge. None of that is a RICS rating. The inspection might show a roof that needs work. It cannot show who has or has not paid their share. A seller can be up to date on a tired building, or behind on payments for a building that looks tidy. Only the accounts and the solicitor’s enquiries separate those cases.
Ask for the current position on arrears, and ask whether any arrears would become yours. Do not deduct a guessed debt from the price because a gutter was rating 2. Do not ignore a rating 3 roof because the seller says the account is clear. The roof and the ledger answer different questions. There is no condition rating called arrears, and NI on a cupboard is not a statement about the service-charge balance.
What should you ask your surveyor?
- Did you see any accounts, or only the building?
- Are you treating a rating as a debt? You should not be.
- Which defects would still need quotes even if the account were clear?
What are the typical next steps?
- Ask the solicitor for the arrears position in writing.
- Do not convert a condition rating into a statement that money is owed.
- Read the accounts and the survey side by side, not as substitutes.
Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

If the seller promises to clear the arrears, does the rating change?
No. Paying a bill does not repair a roof. The rating stays about condition.
Can a healthy account mean you skip the survey?
No. An account is not an inspection. You can still have a defect the ledger does not mention.
