Leasehold
You want to challenge a service charge. Is the surveyor the person who files that challenge?
No. If you want to challenge a service charge, that challenge is yours to bring, with your solicitor, outside the inspection. The surveyor is not the person who files it. Their report can describe cracked asphalt or a tired roof. It cannot be stapled to a form and sent as the challenge, and a condition rating is not an application.

What is the fuller explanation?
The wish to challenge usually starts when a demand looks high beside something the survey has criticised, or when works you can see do not match works you are being asked to fund. That comparison can be sensible. It still does not move the surveyor into the role of applicant. They reported to you under a survey instruction. They do not sign tribunal papers, do not argue reasonableness, and do not agree or refuse the charge on your behalf. GOV.UK's leasehold pages are the solicitor's reading for what a leaseholder may do about charges. The PDF is not the filing.
Decide with your solicitor whether a challenge is even available and what evidence would help. A clear description of poor work, or of work that does not match the notice, can be part of that evidence if the surveyor is willing for it to be used. Ask them. Do not assume consent, and do not alter their wording. Also do not withhold a payment merely because a rating exists. The rating did not decide the demand, and the surveyor will not stand in the queue at the tribunal for you.
What should you ask your surveyor?
- Will you remain the author of the report rather than the applicant?
- May the solicitor show your roof comments to whoever advises on a challenge?
- Which sentences must not be rewritten as if they were a claim form?
What are the typical next steps?
- Ask your solicitor whether a challenge is available and how it is filed.
- Do not name the surveyor as the person bringing it.
- Use the report as description only if the firm agrees it can be shown.
Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

If you pay the charge, has the surveyor agreed it?
No. Payment is your decision. The surveyor has not agreed or refused the demand.
Can a rating 3 force the landlord to reduce the bill?
No. A rating does not set the bill and does not reduce it. Any challenge is a separate step.
