Listed buildings and conservation areas

Can a home survey approve solar panels it can see on a listed roof?

No. It can describe the panels, the frames and any staining or disturbance of the covering it could see from a safe place, but it cannot approve the installation or file listed building consent. Historic England’s account of listing is about the building being listed, not a permission the surveyor grants.

What is the fuller explanation?

What the survey can usefully say is physical. Brackets through a covering, a cable entry, a patch of different slates, or a stain under the array are condition. A neat-looking array is not a consent, and a messy one is not automatically an enforcement case. The surveyor was not there when the panels went on and should not invent the paperwork.

Your solicitor asks whether consent was obtained and what it covered. Do not expect this report to say the panels must come off, or that they may stay. Those are outcomes this inspection does not decide. If you need the roof under the panels understood, ask what was actually visible. Panels hide the covering beneath them. Hidden is not the same as sound.

What should you ask your surveyor?

  • What could you see of the fixings and the covering around the panels?
  • Is there a stain inside that lines up with the array?
  • Are you being asked to approve the panels?

What are the typical next steps?

  1. Send the consent question to the solicitor with the list entry.
  2. Use the survey for stains, fixings and what was hidden.
  3. Do not remove panels before exchange to “help” the survey.

Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

Does an EPC recommendation approve the panels?

No. An energy certificate is not listed building consent and not a roof inspection.

Are panels on a listed roof always refused?

This survey cannot say. It did not decide the application, and it should not invent the result.
