Renegotiating or walking away
You are minded to withdraw because a window is marked R for documents. Why is a request for papers not the same as a rating 3?
A request for papers is not a rating 3. The window is marked R for documents, which asks for paperwork about that window. It does not grade the window as needing serious or urgent repair, replacement or investigation. Rating 3 is the condition grade for defects that are serious or urgent, or both. R for documents is a request for papers, not that grade. The survey has not called the window a rating 3 by using R. You may still withdraw, but the reason would be missing papers, not a rating 3 defect.

What is the fuller explanation?
Condition ratings and document flags do different jobs. Rating 1 means no repair is currently needed. Rating 2 means defects that need repair but are not serious or urgent. Rating 3 means a serious or urgent repair, replacement or investigation. A document mark means papers are wanted about how something was installed or approved. The window can be in ordinary condition and still lack papers. Treating R as a rating 3 would turn a filing request into a verdict the report did not give.
Decide with the solicitor whether the missing window papers are enough for you to withdraw. Ask for the documents the report flags, and read what comes back. RICS material on what to do after a survey is about acting on the findings you actually have. Here the finding is a document request. Do not tell the seller the window is a rating 3 when it is marked R for documents. If a condition rating was also given, use that rating when you describe the window.
What should you ask your surveyor?
- Is the window marked R for documents rather than condition rating 3?
- What papers is that document mark actually requesting?
- Was a separate condition rating given for the window itself?
What are the typical next steps?
- Read R as a request for papers, not as a rating 3.
- Ask the solicitor to obtain the window documents.
- Do not describe the window as a rating 3 on the strength of R.
Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

If the papers never arrive, does the window become a rating 3?
No. Missing papers leave the document request open. They do not rewrite the condition grade. Rating 3 means a serious or urgent repair, replacement or investigation. The survey has not created that grade by waiting for documents. You may still dislike the gap. It remains a paper gap, not a rating 3.
Does NI on another element mean the same thing as R?
No. NI means not inspected, and it is not a pass. R for documents means papers were requested about something the survey could still comment on. They are different marks. A window marked R is not, by that letter alone, an uninspected window, and neither mark is a rating 3.
