Asbestos in pre-2000 homes

Is it safe to sand a textured coating because the survey did not mention asbestos?

No. Silence is not a test. A home survey can miss a ceiling, or mention texture without using the word asbestos. If the coating might pre-date the ban, do not sand, scrape or drill it until you know.

What is the fuller explanation?

Surveys sample by eye and by what the instructions include. They do not analyse dust. HSE’s position is to find out before you disturb suspect materials. A report that says nothing about the ceiling is not a clear bill of health. It may mean the ceiling looked ordinary, or that the surveyor did not comment on a sound decorative finish.

If your works are limited to painting, use methods that do not break the surface, and tell the painter why. If your works include removal, get advice and, where needed, a sample. Do this before exchange only if the removal changes whether you will buy. Otherwise it is a job for after you own the house, still done properly.

What should you ask your surveyor?

  • Did you look at the ceilings, and did you regard any texture as suspect?
  • Would a Level 2 normally sample a coating? It would not.
  • Which rooms did you not enter?

What are the typical next steps?

  1. Read the ceiling notes again before you brief a decorator.
  2. Do not take a “quiet” report as a lab certificate.
  3. If you are unsure of the age of the coating, ask a competent sampler before any sanding.

Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

What if the survey said the coating is modern?

Ask how they know. If they were told by the seller, ask for the invoice. If they guessed from the style, treat it cautiously.

Does a face mask make sanding acceptable?

No. A mask is not a reason to create dust from a material that might contain asbestos. HSE’s controls are about not producing that dust in the first place unless the work is done properly.
