What does a missing service-charge account change about a rating on a communal roof?

A missing account does not change the roof rating, and it does not put a pound figure on that rating. You simply cannot tell whether a reserve already exists. Until the solicitor has the accounts, do not deduct the whole roof from the price and also assume you will pay it again through the service charge. That double-counts a sum nobody has shown you.

What is the fuller explanation?

A rating 3 roof and a healthy reserve are a different purchase from a rating 3 roof and no accounts at all. The survey cannot tell those apart. Section 20 consultation, where it applies, is a legal process with its own thresholds. This page does not state a threshold figure. Your solicitor matches the works to the paperwork.

Do not double-charge yourself in negotiation by deducting the whole roof from the price and also assuming you will pay the whole roof through the service charge. Find out which of those is even plausible. The survey is the condition. The accounts are the money already in the system.

What should you ask your surveyor?

  • Are you rating the roof you could see, without any comment on the reserve?
  • What works would a buyer need the accounts for?
  • Which defects are inside this flat, not on the communal roof?

What are the typical next steps?

  1. Chase the accounts through your solicitor. Do not invent a reserve.
  2. Separate in-flat repairs from block repairs when you speak to the seller.
  3. If accounts never arrive, treat that as its own problem, beside the roof rating.

Costs vary with the building and with who you instruct. Where this page does not cite a published figure, ask the surveyor, a relevant specialist, or your solicitor for a written quote. Do not treat a forum average as the price.

Does a rating 2 roof always trigger a major-works bill?

No. A rating is not a service-charge demand. The landlord’s process, if there is one, is separate.

Is a reserve fund your money if you sell?

GOV.UK’s shared-ownership guidance says you will not usually get reserve payments back, and that it depends on the lease. Ask about this lease.
